Some time ago LI18NUX appendix to the LSB and came to the conclusion they are quite happy with the current gettext implementation and the PO file format. If LI18NUX has money to spend I'm sure we can find many a lot translators who would appreciate some compensation. "They do the standard and we do the work." ;-)
and policies such as the copyright rules for the translations, which may bypass the FSF agreement signed by translators in the TP.
I don't think bad actions will taken place in the near future. Translations done by translators of the TP are reasonable free (translations of the GNU packages are basically put in the Public Domain), but the original english texts (program messages) are protected by the copyright of every single package.
It also strictly defines the basic set of features required to support i18nalized software (including standardizing locale names and restricting other standards such as those maintained by official working committees such as IANA, ISO, Unicode and W3C).
We are sticking to all these standards, too (as far as we know about them and as far as we are concerned by them).
